June 27th, 2025:Saskatchewan Municipal Board Dismisses Claims by Lone Rock OHB, Confirms RM of Wilton Complied with Legislation
The Rural Municipality of Wilton No. 472 welcomes the decision issued by the Saskatchewan Municipal Board (SMB) on June 26, 2025, which brings clarity and resolution to a longstanding dispute initiated by the Organized Hamlet Board (OHB) of Lone Rock.
In Decision IMD 2021-0001, the SMB found that:
- The RM complied with The Municipalities Act in its decision to decommission the Lone Rock waterworks;
- There was no legislative requirement to hold a public meeting in relation to the decision;
- The RM is not required to pay compensation or indemnity to the OHB under Sections 69(1) or 356 of the Act;
- The RM acted within its rights by declining to implement a special levy on municipal properties, as these are exempt from taxation under provincial law.
Despite repeated assurances from the OHB to residents, the SMB confirmed that no compensation or payments are owed to it.
To address remaining financial questions and bring finality to the matter, the RM has voluntarily committed to fund a forensic audit of all financial transactions of the Organized Hamlet Financial Statement. for the years 2018-2024. This independent third-party audit will be binding on both parties and submitted directly to the SMB.
The RM thanks the SMB for its diligence in reviewing this complex matter and reaffirms its ongoing commitment to transparency, sound governance, and service to all residents.
Residents are reminded that the OHB is an advisory body only and does not have the authority to issue independent financial statements, authorize expenditures, or promise compensation. Ratepayers are encouraged to rely on the RM’s official financial records and to disregard unauthorized or misleading information.

The Rural Municipality (RM) of Wilton No. 472 has identified serious infractions by the Lone Rock Organized Hamlet Board (OHB) under the Public Conduct Policy Bylaw No. 3-2024. Organized Hamlet boards act in an advisory capacity under the Municipalities Act of the Province of Saskatchewan. The OHB has submitted several falsified municipal financial documents with the intention to deceive the people of Lone Rock and the general public. They make false claims of authority, including setting budgets, taxation rates, and compelling RM expenses without council approval. These actions represent ongoing deceptive practices and breaches of trust and violate municipal and provincial policies.
As of January 23, 2025 the council of the Rural Municipality supported resolution 013/2025 to remove the members of the Organized Hamlet Board and the representatives working on behalf of the Organized Hamlet Board.
The Rural Municipality (RM) of Wilton No. 472 has been in communication with the Ministry of Government Relations regarding concerns related to the Organized Hamlet Board (OHB) and issues of public conduct infractions.
The Ministry has acknowledged the RM’s concerns and confirmed that the RM holds responsibility for the governance of the OHB. As outlined in the Ministry’s response, the RM is responsible for the financial, social, economic, and environmental well-being of the municipality’s citizens, including residents of the OH. This statement affirms that the RM has engaged with the Ministry regarding these concerns.

Lone Rock Water Services
In May 2020, Lone Rock residents were notified well in advance that municipal water services would be discontinued in 2021. Recognizing the impact of this change, the Rural Municipality (RM) of Wilton proactively offered assistance to residents to establish private water systems.
On August 9, 2021, in compliance with provincial legislation, the RM of Wilton officially decommissioned the Lone Rock water treatment plant. The decision followed extensive communication and support provided to residents over a period exceeding one year.
Prior to the closure, the Organized Hamlet Board (OHB) of Lone Rock initiated investigations through both the Saskatchewan Health Authority and the Water Security Agency in an attempt to mandate continued operation of municipal water services. However, these investigations concluded without action, finding the decommissioning to be in compliance with all applicable health and safety standards and legislation. There is no truth to claims by the OHB that the RM made errors or that the residents will receive compensation.
